Character Information: Who is that emerging from his burrow?

Personality: When you first see Phil, you will likely be hit by the air of cocky selfishness. He wears his inflated ego on his sleeve and acts as though he's the only person that matters. He acts like he's a big time celebrity and that he should get special privileges despite just being just a weatherman, and even outright calls himself a celebrity in an attempt to get out of Punxsutawney the first day. This also extends to how he thinks other people see him; and thinks that everyone should adore him and if they don't then they're just missing out. Despite his ego and general lack of tact, he oozes charisma. You don't become Philadelphia's famed weather man despite all his coworkers hating him for no reason, after all. He's a man who likes to keep appearances and loves to wear his cocky charm on his sleeve, and will lay it on thick.

While he was always pretty selfish and full of himself, being trapped in a time loop allowed him to completely divulge himself in hedonism. The past few years was mostly spend drinking, having sex, and using stolen money to buy anything his heart desires. At this point the hedonism has worn out its charm, but being suddenly out of the time loop in a completely new dimension gives him so many new opportunities to live for pleasure.

Perhaps though the most obvious thing you notice after this is just how tired he is, almost seeming emotionally distant. He lived years living the same day over and over again and it sapped all the energy from him. At this point, everything feels pointless to him, and the phrase "nothing matters" no longer holds gleeful opportunity instead he feels trapped. Being suddenly thrust out of the loop would in theory get him out of this, but while it never states how long he's been in the loop before he first kills himself I generally go with him being in the loop for a few years at least. It's long enough that it feels like his life and that there's no escape from it, and even in Ryslig he will have a lingering feeling of hopelessness. This is especially so as he would still be scared that he is going to be thrust back into a loop at any moment especially since he doesn't know why it happened in the first place..

Phil is extremely impulsive, particularly in what he says. Even before the timeloop he would spend his reports making jokes that were either complete nonsense or completely inappropriate for news. Even outside of reports he happily and openly flirts with complete strangers without thinking twice. His impulsive nature only worsens in the timeloop because he realizes that he doesn't have to worry about the consequences for his actions so he tends to think or do the first thing that comes to mind. This is most obvious when he first realizes that he could do whatever he wants and without thinking he goes on a high speed car chase with cops and nearly gets run over by a train for fun.

It's not that he can't be crafty, however, especially in the time loop. He becomes extremely good at figuring out people and manipulating them to get what he wants out of them. However, it usually involves him taking advantage of the time loops and using previous time loops to gather information from him, so in a world without that he's not nearly as good at manipulation. On the other hand when he does have the information, he will happily put on a charming face to get whatever he wants.

In a similar manner he has a strong sense of determination. If he wants something, he's willing to try his hardest to get it. He spends seemingly hundreds of loops trying to get Rita to love him, and while he eventually gives up it's not until after he learns just about everything about Rita. And right after his canon point he tries over and over again to kill himself and have it stick, even outright saying "I'm a lot of things, but I'm not a quitter" as he kills himself. In his mind, giving up is just allowing himself to live, and he probably would have continued to try suicide had Rita not intervened and helped him to better himself.
